What is a Dialer : It's a program that (secretly)
changes your dialup connection setting so that instead of calling
your local internet provider, your Pc calls some very expensive
0900 or international phone number.
Official definition:
A program that establishes and maintains your connection to
the Internet, as well as provides Winsock support. NETCOMplete
contains a built-in dialer (NETCOMplete for Windows 95 uses
the dialer included with Windows 95). Other popular dialers
include Trumpet Winsock and the Windows '95 Dial up Networking.
